Montenegro has an established and mature gambing industry, regulated since 2004 by the Games of Chance Act (Zakon o igrama na sreću, "Official Gazette of the Republic of Montenegro", No 052/04; "Official Gazette of Montenegro", Nos 013/07, 073/10, 040/11, 061/13, 037/17).

All licensed operators are regulated by the Customs and Revenue Administration, a division of the Montenegro Ministry of Finance, for the following activities:

    i) Lottery Games
  • ii) Casino Games
  • iii) Slot Games
  • iv) Betting Games

Operators must maintain a significant physical presence in terms of land-based concessions and authorised staff (fit and proper company officers with experience within gaming industry, dedicated qualified money laundering reporting officer) in addition to a retained accountancy practitioner within the territory of Montenegro.

All gaming activity, land-based and online, is reported in real-time to the regulator via ISONIS to ensure compliance and gameplay integrity.

Legal entities operating games of chance must fulfill minimum share capital requirements, be in good standing with applicable domestic authorities and maintain tax compliance at all times or are subject to license revocation.

The casinos of Montenegro achieved international fame following the publication of the 1953 novel Casino Royale by Ian Flemming and most recent Casino Royale film released in 2006 part of the James Bond franchise. Montenegro remains a significant gambling destination in the world as legislation does not mandate any maximum table limits.

There are a maximum of seven casino concessions available in Montenegro mandated by law granted for a 10-year period. A fixed license fee of €2.000.000 is payable upon application with significant due diligence undertaken by regulatory and law enforcement authorities as to ultimate beneficial owner, management and key personnel.
Casino gambling activity must be denominated in Euro (€) currency and patrons must be aged 18 years or older.

Poker is a game of skill, not a game of chance, however organised games whereby a rake or participation fee is levied must be hosted, undertaken and supervised by a licensed casino operator whereby all transactions in relation to chip exchange or redemption occur at the cash desk located in the licensed venue.
